An attempt by the United States to increase political pressure on Israel by highlighting its concerns at the United Nations Security Council failed on Friday due to vetoes from Russia and China. 

Algeria also voted against the resolution, while eleven countries voted in favor and one abstained.

The draft resolution expressed concerns about civilian casualties and displacement due to the ground offensive in Rafah and condemned the humanitarian impact of Israel's actions. 

However, it also included a ceasefire proposal. Previous resolutions had failed to address the release of hostages in Gaza, a demand supported by Israel, as well as a ceasefire proposed by other nations.

"This resolution is an opportunity for the council to support ongoing diplomacy and urge Hamas to accept a deal on the table," said Nate Evans, spokesman for the US mission to the UN. 

US and Israeli officials have expressed concerns about a potential ground offensive in Rafah, aiming to prevent a humanitarian disaster and maintain their alliance.

Secretary of State Anthony Blinken visited Israel on Friday, following a visit to Egypt where he opposed a large-scale operation in Rafah, emphasizing the risk of civilian casualties. 

Blinken's visit to Israel, added late to his itinerary, aimed to avert a significant rift between the two allies.

The planned meetings in Washington next week are seen as an opportunity to persuade Israeli officials to consider alternative steps in Rafah, including a more targeted counterterrorism mission to eliminate Hamas. "Hamas can be effectively countered without a major ground operation," Blinken stated.

The US stance on the Rafah offensive had previously depended on Israel formulating a clear plan to limit civilian suffering. 

However, the White House's approach changed after President Joe Biden expressed "deep concern" about Israeli actions in Rafah during a call with Prime Minister Benjamin Netanyahu. 

Netanyahu has rejected Biden's demands and pledged to proceed with the operation.

The US officials did not specify any potential consequences if Israel were to proceed with the war plans.
